The Vice Prime Minister Vladimir Groysman: local self-government needs more authority
The vice-prime minister, the Minister for regional development, construction and housing and communal services Vladimir Groysman during the conference call with regional leaders on March 5 said that there will be no progress in Ukraine without decentralization of power.
"The main challenge of power is to create the system of local self-government according to the European type. The whole Ukraine and all communities are waiting for it. The essence of the reform is redistribution of authorities in favor of local councils and establishment of an effective system of tools to fill the budget, their inclusion in the economic processes. I expect from heads of regional state administrations maximum cooperation with local councils," Vladimir Groysman said, addressing the leaders of regions.
The conference call with leaders of regions started at 10:00 a.m.; it is conducted by the Prime Minister of Ukraine Arseniy Yatsenyk. Kharkov is represented by the head of the Kharkov Regional State Administration Igor Baluta, the Mayor Gennady Kernes, leaders of administrations, departments and municipal services.
