Switzerland to finance decentralization of Dnepropetrovsk region
Dnipropetrovsk region authorities signed a memorandum on cooperation in the framework of Ukrainian-Switzerland project “Support for decentralization in Ukraine” (DESPRO). Project manager Oksana Garnets explains that through DESPRO Dnipropetrovsk region will receive a fixed amount of about UAH 250,000. The region, together with the village councils and local communities, may invest in the decentralization program as much as it wants but not less than 40% of the total.
Switzerland intends to cooperate with the Dnepropetrovsk region for three years. During this time, the sides expect to implement 18 projects.
One of the main directions of Ukrainian-Swiss program is decentralization of water supply. As an example, Oksana Garnets focused on Vinnitsa region, where the authorities installed water towers in villages with no running water. In addition, according to the head of the Ukrainian-Swiss project, Dnipropetrovsk region has a pressing problem of solid waste recycling. Oksana Garnets believes that a complete solution of the problem means installing a landfill in each district of the region.
Earlier, US Agency for International Development (USAID) helped the Dnipropetrovsk authorities to set up a regional program for municipal solid waste treatment.
