The President of Russia and the head of the Supreme Council of the Crimea will sign an agreement on entry of the republic to the Russian Federation
On March 18 the president of Russia Vladimir Putin and the chair of the Supreme Council of the Crimea Vladimir Konstantinov will sign the agreement on joining the republic to the Russian Federation. The corresponding document with Sevastopol will be signed by the people's mayor Alexandr Chalyi. The signing will be held in the framework of the extraordinary address of the President to the Federal Assembly.
Today's extraordinary message is timed to termination of the Crimean referendum, during which the vast majority of inhabitants voted in favor of joining to the Russian Federation. After sizing up of the expression of people's will, the Crimea, which declared itself an independent state, made an official application to Russia with a request to include the republic to its composition.
Putin made the first step forward in the evening of March 17. He signed a decree on recognition of independence of the Crimea, where the city of Sevastopol has a special status.
The next step will be joining the peninsula to the composition of the Russian Federation. The Crimea wants to obtain the status of the republic; therefore, the local Supreme Council was renamed into the Russian equivalent State Council (Gossovet) on Monday. Sevastopol has a claim on getting the status of the city of federal importance like St. Petersburg and Moscow.
The next step of formal joining of the Crimea and Sevastopol to Russia will be held in the framework of the message of the President. Russian TV channels will start the live broadcast of the speech of Putin today at 3:00 p.m. Moscow time.
The message of the President in front of the Federal Assembly will take place in the traditional format. As always, members of the government, leaders of the administration of the President, senators, deputies of the State Duma and simply respected people were invited for the event, which will be held in the St. George Hall of the Grand Kremlin Palace. The message of the President will be devoted mainly to one topic.
It may be expected that the President will specify the position of the Russian Federation towards the situation with Ukraine and the Crimea, and will suggest the international community the plan for further action. In addition, Putin, will, probably, declare the change of the contemporary world and will present his vision, why these changes occurred.
In the framework of the message Vladimir Putin and the head of the Gossovet of the Crimea Vladimir Konstantinov will sign the interstate agreement on joining the republic to the Russian Federation. The agreement on joining Sevastopol to the composition of the Russian Federation as a separate entity will also take place. On March 17 the legislative assembly of Sevastopol voted for the right of the people's mayor Alexander Chalyi to sign the interstate agreement on entry into the Russian Federation.
The process of joining the Crimea will not take much time. After signing the agreement with the Crimea and Sevastopol the President should send the document to the Constitutional Court to check for consistency with the basic law of the country. After the decision of the Constitutional Court ratification of the agreement should be held in the State Duma, which is scheduled on March 21. Simultaneously parliamentarians should approve the constitutional law on acceptance of new entities to the composition of the Russian Federation.
After that both documents will be taken to the Council of the Federation. Most likely, senators will meet on Saturday.
The last step of joining will be signing the ratified agreement and adopted law on new entities by the President. Since that time the Russian Federation will officially have two new regions: the Republic of the Crimea and the city of federal importance Sevastopol.
