Kharkov Regional Council refuses to hold a referendum
Kharkov Regional Council issued a statement refusing to hold a referendum on the federal structure and the state language. Earlier, a number of public organisations appealed to the Kharkov Regional Council demanding to hold an extraordinary session and schedule the referendum.
As the statement the Regional Council notes, “The suggested issues may be discussed only at a nationwide referendum, which, in accordance with Article 72 of the Constitution of Ukraine, is appointed by Ukraine’s parliament or the President or the Ukraine. Furthermore, the Law of Ukraine “On national and local referendums” was repealed 28.11.2012 year.”
In the statement, the Regional Council notes that the question of the federal structure requires serious preparatory work by legal experts and widest possible public discussion, also giving a negative assessment of city referendum scheduled to take place in Kharkov on March 16.
