By 2018 all the Ukrainians will have to acquire water and heat meters
Verkhovna Rada of Ukraine has approved the bill, according to which from January 1, 2016 till January 1, 2018, all types of consumers will be required to install commercial meters of heat, cold and hot water.
The draft law «On commercial accounting of thermal energy, water and water draining in public utilities», published on the web site of the parliament, stipulates fines for those who ignore the new norm.
Equipping houses with meters, which will cost approximately 3.8 billion hryvnas, will be carried out at the expense of the state and local budgets.
From January 1, 2016 the presence of the meters will become an indispensable condition for the centralized water and hot water supply for all consumer categories with the exception of legal entities and physical persons-entrepreneurs, who manage apartment houses (for them the rule will come into force on January 1, 2017).
With the centralized heat supply presence of the meters will be mandatory for all types of consumers from January 1, 2017 (for legal entities and physical persons-entrepreneurs, who manage apartment houses — from January 1, 2018).
From January 1, 2018 the presence of commercial meters will be mandatory for all the enterprises of waste water drainage, except for legal entities and physical persons-entrepreneurs, who manage apartment houses.
According to the data from November 2013, 34.1 thousand or 50 percent of residential homes are equipped with heat meters, with cold water meters — 47.8 thousand (42 percent of the houses), with hot water meters — 7.8 thousand (25 percent).
Installation of the commercial meters is being completed at all sites of heat supply, 93 percent of which are already equipped with counters.
In August 2011a draft bill was developed, which stipulated mandatory installation of individual meters of hot water and heat in each apartment house by January 1, 2015.
