President prepared two projects to dismiss the Parliament
On the basis of the Constitution of Ukraine the two projects to dissolve the Verkhovna Rada were prepared.
According to article 77 of the Constitution, the President has the right to appoint extraordinary elections to the Verkhovna Rada. Another «opportunity» to take the situation under the President’s control gives the decree of the members of the Constitutional Court adopted on May 8, in 1997. The decree gives the President the right to «intervene to critical situations and to eliminate any threat to the country and its people.» The current Constitution change may be such a «critical situation». As it is known, the authorities and the opposition have not reached a consensus.
It became known the relevant decrees based on legislation principles are ready for implementation. Leader of the Party of Regions Oleksandr Yefremov stated that the draft decrees can be implemented quite soon. It should be emphasized that before, in 2008, Victor Yushchenko signed a similar decree to disband Parliament, after a certain bulk of the deputies refused their mandates.
According to the speaker of Verkhovna Rada Vladimir Rybak, the Verkhovna Rada has all chances “to be outside of politics”, if continuing to announce breaks and not take specific steps to adopt the necessary laws for the state and society. Rybak said that in this case the President will simply be forced to take this step, because the people of Ukraine do not need such a Parliament.
